After weeks of intense scrutiny I figured out how to read this watch:

How to read decimal percent time:

0% is midnight 00:00 hours.

25% is 6 a.m. Good morning.

33.33% is 8 a.m, 08:00 hours.

50% is noon, 12:00 hours.

66.67% is 4 p.m., 16:00 hours.

75% is 6 p.m., 18:00 hours.

99.99% is before midnight again, 23:59 hours.

The unit, 1% of day, is called one centiday, that's 14.4 old minutes.

The last digit on the right is 8.64 old seconds.

The timer tick of the future is 1 decisecond, that's 864 old milliseconds.

The animated outer ring reminds us of the fact that Earth rotates

counter-clockwise when you look down on the North Pole from Orbit.
